The Ministry of Energy and Mining sets maximum retail fuel prices based on international market prices, exchange rates, taxes, and regulated margins.
Fuel prices in Montenegro are regulated by the government. The Ministry of Energy and Mining calculates and publishes maximum retail prices for petroleum products. Gas stations may charge less than the maximum, but never more. Montenegro has no domestic oil production: all fuel is imported.
The government regulates prices for four fuel types: Eurosuper 98, Eurosuper 95, Eurodiesel, and Heating oil. Premium fuels with additives are priced on a market basis. Liquefied petroleum gas (LPG) is also not covered by price regulation.

The Ministry periodically recalculates maximum prices based on average international market quotations and exchange rates for the calculation period. New prices take effect the following day.
